{"id":56,"date":"2026-06-17T12:00:55","date_gmt":"2026-06-17T12:00:55","guid":{"rendered":"https:\/\/staging.ipa.pt\/ipa\/?post_type=projetos&#038;p=56"},"modified":"2026-07-09T22:31:31","modified_gmt":"2026-07-09T22:31:31","slug":"sistemas-de-drenagem-de-lisboa-3","status":"publish","type":"projetos","link":"https:\/\/staging.ipa.pt\/ipa\/projetos\/sistemas-de-drenagem-de-lisboa-3\/","title":{"rendered":"Sistemas de Drenagem de Lisboa"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Sistemas de Drenagem de Lisboa<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A constru\u00e7\u00e3o dos T\u00faneis de Drenagem de Lisboa integra o Plano Geral de Drenagem de Lisboa (PGDL 2016 &#8211; 2030) e constitui uma interven\u00e7\u00e3o estruturante para refor\u00e7o da resili\u00eancia hidr\u00e1ulica da cidade face a eventos de precipita\u00e7\u00e3o intensa. O projeto contempla dois t\u00faneis principais: o T\u00fanel Monsanto \u2013 Santa Apol\u00f3nia (TMSA), com aproximadamente 5 km de extens\u00e3o, e o T\u00fanel Chelas \u2013 Beato (TCB), com 1 km, destinados \u00e0 gest\u00e3o e ao encaminhamento de caudais pluviais em zonas historicamente vulner\u00e1veis a cheias r\u00e1pidas e inunda\u00e7\u00f5es urbanas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A infraestrutura \u00e9 essencialmente subterr\u00e2nea, constru\u00edda com recurso \u00e0 tuneladora (H2Oli), o que reduz a ocupa\u00e7\u00e3o de superf\u00edcie e a interfer\u00eancia com o tecido urbano consolidado. O sistema integra solu\u00e7\u00f5es complementares de efici\u00eancia e sustentabilidade, designadamente as bacias antipolui\u00e7\u00e3o, a reutiliza\u00e7\u00e3o de \u00e1guas tratadas nas F\u00e1bricas de \u00c1gua de Alc\u00e2ntara e Chelas e a instala\u00e7\u00e3o de uma mini-h\u00eddrica associada ao TMSA.\u2028<br>O projeto foi avaliado no \u00e2mbito do princ\u00edpio DNSH, conforme estabelecido no Regulamento (UE) 2021\/241 e no Regulamento (UE) 2020\/852 (Taxonomia), que determinam que os investimentos integrados em Planos de Recupera\u00e7\u00e3o e Resili\u00eancia n\u00e3o podem causar preju\u00edzo significativo a nenhum dos seis objetivos ambientais da Uni\u00e3o Europeia.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"723\" src=\"https:\/\/staging.ipa.pt\/ipa\/wp-content\/uploads\/2026\/06\/09b_Carta-Sintese-Chelas-Beato-1024x723.webp\" alt=\"\" class=\"wp-image-425\" style=\"width:1200px\" srcset=\"https:\/\/staging.ipa.pt\/ipa\/wp-content\/uploads\/2026\/06\/09b_Carta-Sintese-Chelas-Beato-1024x723.webp 1024w, https:\/\/staging.ipa.pt\/ipa\/wp-content\/uploads\/2026\/06\/09b_Carta-Sintese-Chelas-Beato-300x212.webp 300w, https:\/\/staging.ipa.pt\/ipa\/wp-content\/uploads\/2026\/06\/09b_Carta-Sintese-Chelas-Beato-768x542.webp 768w, https:\/\/staging.ipa.pt\/ipa\/wp-content\/uploads\/2026\/06\/09b_Carta-Sintese-Chelas-Beato-1536x1085.webp 1536w, https:\/\/staging.ipa.pt\/ipa\/wp-content\/uploads\/2026\/06\/09b_Carta-Sintese-Chelas-Beato-2048x1446.webp 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">No dom\u00ednio da mitiga\u00e7\u00e3o das altera\u00e7\u00f5es clim\u00e1ticas, foi realizada uma an\u00e1lise do ciclo de vida do projeto, incluindo emiss\u00f5es associadas \u00e0s fases de constru\u00e7\u00e3o, opera\u00e7\u00e3o e fim de vida. Embora a fase construtiva implica um consumo significativo de materiais, energia e transportes, com emiss\u00f5es associadas de GEE, a avalia\u00e7\u00e3o demonstrou que os benef\u00edcios cumulativos decorrentes da preven\u00e7\u00e3o de danos por inunda\u00e7\u00f5es (redu\u00e7\u00e3o de emiss\u00f5es associadas \u00e0 reconstru\u00e7\u00e3o de edif\u00edcios, opera\u00e7\u00f5es de limpeza e reposi\u00e7\u00e3o de infraestrutura) compensam largamente o impacte inicial. A mini-h\u00eddrica prevista refor\u00e7a este contributo, atrav\u00e9s da produ\u00e7\u00e3o de energia renov\u00e1vel.\u2028<br>Relativamente \u00e0 adapta\u00e7\u00e3o \u00e0s altera\u00e7\u00f5es clim\u00e1ticas, o projeto constitui uma medida estruturante de redu\u00e7\u00e3o da vulnerabilidade urbana, tendo sido dimensionado com base em cen\u00e1rios clim\u00e1ticos futuros, assegurando robustez hidr\u00e1ulica e capacidade de resposta a eventos extremos mais frequentes e intensos.\u2028<br>No que respeita \u00e0 prote\u00e7\u00e3o dos recursos h\u00eddricos e marinhos, o sistema promove uma gest\u00e3o mais eficiente dos caudais pluviais, evitando descargas descontroladas e contribuindo para a melhoria da qualidade das \u00e1guas superficiais. As solu\u00e7\u00f5es de restitui\u00e7\u00e3o ao Estu\u00e1rio do Tejo foram concebidas para minimizar impactes hidr\u00e1ulicos e sedimentares, incluindo o alargamento dos canais e a instala\u00e7\u00e3o de elementos defletores que reduzem a velocidade de descarga e favorecem a dilui\u00e7\u00e3o r\u00e1pida.\u2028<br>Quanto \u00e0 transi\u00e7\u00e3o para uma economia circular, embora n\u00e3o incorpore de forma estrutural materiais reciclados, o projeto assegura gest\u00e3o adequada de res\u00edduos, efici\u00eancia no uso de recursos e promove o fecho do ciclo da \u00e1gua atrav\u00e9s da reutiliza\u00e7\u00e3o de \u00e1guas tratadas para usos n\u00e3o pot\u00e1veis (rega, lavagem e rede de inc\u00eandio).\u2028<br>Em mat\u00e9ria de preven\u00e7\u00e3o da polui\u00e7\u00e3o, n\u00e3o se identificam fontes permanentes de emiss\u00f5es atmosf\u00e9ricas, h\u00eddricas ou do solo na fase de opera\u00e7\u00e3o. Os impactes da constru\u00e7\u00e3o s\u00e3o tempor\u00e1rios e mitig\u00e1veis, estando previstas medidas rigorosas de controlo, incluindo bacias antipolui\u00e7\u00e3o e planos de gest\u00e3o ambiental.\u2028<br>Por fim, relativamente \u00e0 prote\u00e7\u00e3o da biodiversidade e dos ecossistemas, a natureza subterr\u00e2nea da infraestrutura minimiza a ocupa\u00e7\u00e3o do solo e a fragmenta\u00e7\u00e3o ecol\u00f3gica.
